Abstract
Construction projects constitute a complex and dynamic system. Issues in
construction projects are typically related to the failure to meet planned quality,
cost, and time. The challenges in the implementation of the City Park construction
project in DKI Jakarta are also associated with these factors. The City Park, as a
project product, lacks quality and inclusivity, making it less beneficial for the
community. The research's objectives and novelty lie in building a sustainable
project management model for the City Park construction project in DKI Jakarta,
focusing on the completeness of documents and required activities by integrating the
construction project life cycle and governance applying principles of sustainable
landscape design. The research utilizes a mixed-methods approach (combining
quantitative and qualitative methods). The data collection technicque are
observation, interviews, questionnaires, and Focus Group Discussions. Data analysis includes Smart PLS and SPSS to measure the model against cost and quality performance. Findings indicate that the Pre-Construction and Sustainable
Governance stages are not optimally managed, negatively impacting the sustainability of the City Park. The generated model can be used as a field guideline covering document completeness and activities at each stage of its management to ensure functional, accessible, and inclusive sustainability in serving the community. The model is also used to predict its successful implementation. Model prediction results show that the completeness of documents and activities at the Pre-Design, Design, Pre-Construction, Post-Construction, and Sustainable Governance stages influences the success of project implementation. Inadequate documents and activities at these stages result in suboptimal cost planning and unsustainable benefits.
