Abstract

Aplikasi SIPD RI telah ditetapkan sebagai aplikasi umum bidang pemerintahan
daerah oleh Kementerian PANRB melalui Keputusan Menteri PANRB Nomor
823 Tahun 2023 tentang Aplikasi Umum Bidang Pemerintahan Daerah.
Berdasarkan ketentuan tersebut penerapan aplikasi SIPD RI bersifat wajib/
mandatory bagi semua pemerintah daerah. Penelitian ini bertujuan untuk
mengetahui bagaimana implementasi SIPD pada BKD di Kabupaten Siak,
mengetahui bagaimana efektivitas SIPD pada BKD di Kabupaten Siak serta
untuk mengetahui keunggulan aplikasi SIPD jika dibandingkan dengan aplikasi
Sofit yang sebelumnya digunakan BKD Kabupaten Siak. Objek penelitian
adalah penerapan SIPD pada BKD di Kabupaten Siak. Subjek penelitian ini
adalah BKD Kabupaten Siak dan yang menjadi responden dan narasumber
penelitian adalah pengambil keputusan dan pembuat kebijakan. Jenis data yang
digunakan dalam penelitian ini adalah data kuantitatif dan kualitatif. Sumber
data yang digunakan yaitu data primer. Data dalam penelitian ini dianalisa
menggunakan metode campuran dengan model sekuensial eksplanatori.
Berdasarkan hasil penelitian menunjukkan bahwa SIPD bisa
diimplementasikan, SIPD efektif, dan SIPD unggul dibandingkan aplikasi Sofit
pada BKD di Kabupaten Siak. Namun masih terdapat kendala-kendala yang
harus dimitigasi oleh Pemerintah Kabupaten Siak.

The SIPD RI application has been designated as a general application in the field
of regional governance by the Ministry of Administrative and Bureaucratic
Reform (PANRB) through the Minister of PANRB Decree Number 823 of 2023
concerning General Applications in the Field of Regional Governance. Based on
these provisions, implementing the SIPD RI application is mandatory for all
regional governments. This research aims to understand how the implementation
of SIPD in the BKD of Siak Regency and to determine the effectiveness of SIPD
in the BKD of Siak Regency, as well as to identify the advantages of the SIPD
application compared to the Sofit application previously used by the BKD of Siak
Regency. The object of the research is the implementation of SIPD at the district
BKD. The subject of this research is the BKD of Siak District, and the respondents
and informants of the research are decision-makers and policymakers. The types
of data used in this research are quantitative and qualitative. The data source
used is primary data. The data in this study were analyzed using a mixed-methods
approach with an explanatory sequential model. Based on the research results,
shows that SIPD can be implemented, SIPD is effective, and SIPD is superior
compared to the Sofit application in BKD Siak Regency. However, there are still
obstacles that need to be mitigated by the Siak Regency Government.
