Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi penerapan SIPD (Sistem
Informasi Pemerintah Daerah) dalam pengelolaan keuangan pada Pemerintah
Kabupaten Konawe terkhusus dalam hal penyajian Laporan Keuangan Pemerintah
Daerah. Penelitian ini menggunakan metode analisis deskriptif kualitatif, dengan
menganalisis, menggambarkan, dan meringkas berbagai kondisi, situasi dari berbagai
data yang dikumpulkan berupa hasil wawacara atau pengamatan mengenai masalah
yang diteliti yang terjadi di lapangan. Hasil penelitian ini menunjukkan implementasi
SIPD dalam pengelolaan keuangan pada Pemerintah Kabupaten Konawe sudah cukup
optimal, akan tetapi perlu dilakukan pengendalian lebih terutama dalam penyajian
laporan keuangan pada aplikasi SIPD. Hambatan yang ditemukan diantaranya kendala
teknis seperti hanya Laporan Realisasi Anggaran (LRA) yang telah ter connect dengan
SIPD sedangkan atas Laporan Neraca dan Laporan Operasional (LO) masih harus
menggunakan kertas kerja manual, belum dapat digunakan untuk mengetahui realisasi
anggaran riil, sistem sering mengalami update menu tampilan tanpa adanya
pemberitahuan, serta jika mengalami kendala teknis atau error system Pemerintah
Daerah Kabupaten Konawe mengalami kesulitan dalam menghubungi help desk pusat.
Temuan dari penelitian ini diharapkan dapat memberikan evaluasi dalam
pengembangan kebijakan dan praktik terbaik dalam penerapan SIPD dalam
pengelolaan keuangan pada Pemerintah Kabupaten Konawe.

This study aims to evaluate the implementation of the application of SIPD (Local
Government Information System) in financial management at the Konawe Regency
Government, especially in terms of presenting Local Government Financial
Statements. This research uses a qualitative descriptive analysis method, by analyzing,
describing, and summarizing various conditions, situations from various data collected
in the form of the results of interviews or observations regarding the problems studied
that occur in the field. The results of this study indicate that the implementation of
SIPD in financial management at the Konawe Regency Government is quite optimal,
but more control needs to be carried out, especially in the presentation of financial
reports in the SIPD application. The obstacles found include technical obstacles such
as only the Budget Realization Report (LRA) which has been connected to SIPD, while
the Balance Sheet and Operational Report (LO) still have to use manual work papers,
cannot be used to determine the real budget realization, the system often experiences
display menu updates without notification, and if you experience technical problems
or system errors, the Konawe Regency Regional Government has difficulty in
contacting the central help desk. The findings of this study are expected to provide an
evaluation in policy development and best practices in the application of SIPD in
financial management at the Konawe Regency Government.
