Abstract

Penelitian ini bertujuan untuk mengeksplorasi faktor yang mempengaruhi pemerintah daerah
menggunakan sistem informasi pemerintahan daerah (SIPD) Tahun 2024. SIPD adalah
pengelolaan informasi pembangunan daerah, informasi keuangan daerah, dan informasi
pemerintahan daerah lainnya yang saling terhubung untuk dimanfaatkan dalam
penyelenggaraan pembangunan daerah. Penyeragaman penggunaan SIPD ditinjau dari teori
institusional, khususnya isomorfosis koersif. Meskipun SIPD memiliki banyak kelemahan,
pemda tetap menggunakannya sebagai aplikasi pengelolaan keuangan pemerintah daerah,
khususnya di wilayah provinsi Sumatea Utara. Kesimpulan dari penelitian ini menunjukkan
bahwa penyeragaman pengunaan SIPD merupakan isomorfisme koersif berupa kepatuhan
terhadap regulasi pemerintah, tekanan dari pemegang kekuasaan, dan kebutuhan untuk
mengakses sumber daya.

This research aims to explore the factors that influence regional governments using the local
government information system (LGIS)/(SIPD) for Year 2024. SIPD is the management of local
development information, lcoal financial information, and other local government information
that is interconnected to be used in implementing local development . The uniformity of SIPD
use is viewed from institutional theory, especially coercive isomorphosis. Even though SIPD
has many weaknesses, local governments still use it as an application for local government
financial management, especially in the North Sumatra province. The conclusion of this
research shows that uniformity in the use of SIPD is a coercive isomorphism in the form of
compliance with government regulations, pressure from power holders, and the need to access
resources.
